What is Dry Base / Hookah Tobacco?

Hookah tobacco refers to processed and flavored dry tobacco that is not immediately smokable in a hookah. Only by adding 100g of glycerin (at least 95% purity), carefully mixing both components multiple times, and letting it sit for a while, can you create moist hookah tobacco, which can then be smoked in a hookah.

Note: By mixing with 100g of taxed glycerin, 200g of hookah tobacco would be produced. Manufacturing is only allowed with permission and in a tax warehouse and must be taxed immediately.
