The 25g regulation has been a real nuisance for many, causing a lot of effort, costs, and not least waste. Some of the small packages cannot be completely scraped out, which means that over the year, a large amount of tobacco ends up in the trash rather than in the bowl.
We especially notice nobody really enjoys this when we see the lively comments that come up whenever the topic of 25g packages is mentioned on our social media channels.
Therefore, we decided to write this article to present you with a way to get hookah tobacco in the popular 200g can again.

For a short time, it seemed as if there was no way around the legal 25g hookah tobacco regulation, until the manufacturer MixTo had a rather clever, albeit not completely legal for end customers, idea: namely to stop selling hookah tobacco altogether. Sounds strange? But it's true.
MixTo switched their range from their previous two-component system with flavored molasses to an alternative system in the middle of last year, thereby giving consumers the opportunity to get back to the large 200g hookah tobacco cans. Moreover, the producer was able to offer his product much cheaper than his competitors from the hookah tobacco segment, because the tobacco that has been sold under MixTo since then is no longer hookah tobacco but a so-called "Dry Base" which legally falls into the category of pipe tobacco.

Hookah tobacco essentially consists of three components: chopped raw tobacco, flavors, and glycerin. If you leave out the glycerin, it can no longer be smoked in a hookah and therefore by definition, it is no longer considered hookah tobacco. The legislature sees it the same way. Therefore, this dry and flavored tobacco was also classified by customs as pipe tobacco and not as water pipe tobacco. MixTo is therefore selling flavored pipe tobacco. This is not unusual, as flavored pipe tobacco has been around for a very long time. Furthermore, pipe tobacco is taxed less than hookah tobacco, allowing MixTo to pass on its product to the end customer much cheaper than its previous two-component solution. Since the sale of pipe tobacco is legal, many manufacturers have since adopted this procedure and offer pipe tobacco versions of their hookah tobacco flavors as well in a 60 – 100g Dry Base pipe tobacco variant.
Let's get to how you can go from 60 – 100g of pipe tobacco to your beloved 200g hookah tobacco. Basically, you buy (at least 95% pure) glycerin, pour it into the Dry Base tobacco, stir it all up and let it steep for a while. Depending on the manufacturer, the amount of Dry Base tobacco you get in a can varies. What usually does not vary, however, is the end weight. For most tobacco flavors, you add a corresponding amount of glycerin to the dry tobacco to end up with a total weight of about 200g of ready-to-smoke hookah tobacco. Or to put it another way: If you buy 70g of Dry Base from a manufacturer, you pour 130g of glycerin on top and end up with a total weight of 200 g.
After that, you take a tobacco fork and stir everything several times thoroughly so that every flake of tobacco gets the chance to absorb some of the glycerin. In the end, you have 200g of ready-to-smoke hookah tobacco. Depending on how impatient you are, you can, of course, start right away and build a bowl, but it has been shown in practice that a longer exposure time has a positive effect on the flavor profile.
That's it. That's how easy it is to get your beloved 200g can of hookah tobacco back. However, there is one aspect that I must explain here.
So let's move on to:
The truth is, if you actually turn a can of Dry Base tobacco into a 200g can of hookah tobacco, you are committing several offenses. It would have been too good if it had been both easy and legal. Here is an overview for you of what you actually do when you mix up a Dry Base tobacco:
Whenever you mix up a purchased Dry Base pipe tobacco at home, you are committing multiple offenses and could be subject to multiple fines and even prison sentences.
To at least not evade taxes, you would have to report to the main customs office each time after making hookah tobacco and immediately post-tax your self-produced tobacco. Since hookah tobacco is taxed higher than pipe tobacco, you would have to pay the difference.
