That totally depends on the country you're living in. While in most countries, the legal smoking age is 18, there are other countries like the U.S., where you must be 21 to enjoy a hookah. In Egypt, you must be at least 14 years old, and in Morocco, there is no age limit at all.

The German legislator is quite clear about this:
Smoking in any form is only allowed from the age of 18.

In §10 of the German Youth Protection Act, it is clearly stated that selling to minors, i.e., individuals under 18, is prohibited. This applies to both retail stores, vending machines, and online sales. Violating this law constitutes a criminal offense.

The law applies to all types of tobacco, whether with or without nicotine, as well as liquids for E-Hookahs and E-cigarettes. In short, all products related to vaping or smoking.

So, we can answer the question "Can minors smoke hookah?" with a resounding No.

By the way: The German Youth Protection Act specifically concerns tobacco and similar products, not the Hookah itself. This means that minors can own a hookah, but they are not allowed to acquire anything that would enable them to smoke it.
